looks like its touching the overcoil on the balance spring before it enters the stud strange! certainly not standard for this calibre

But it is found on both the original 321 as well as the “new” 321. See pics below from the internet. ...  

both index pins have them for adjustment.

they are there from what i can see to adjust the witdth between the index pins in relation to the the balance spring-as the spring 'breaths'. just glad mine does not have them and is fully freesprung

The bars sticking out are there to prevent the hair spring to move in case of a shock.

Also, all hair spring, even free-sprung must be adjustable for the "neutral position". The balance must be centered when the pallet fork is removed. This can be heard in the tick-tock too, if this is not well set, the tick-tock are asymmetric (like blues ...
