What watch can the user only set the hour hand on? This is not a watch with only the hour hand, it has an hour and minute hand.

The Rolex Explorer II is not one, best I recall you can move the minute hand on the Explorer II.
Actually you can set the hour hand independantly

Piaget Polo. While the hour hand is easily jumped forward or backwards for time changes the manufacturer does not recommend adjusting the minute hand.
