Yeah...as you & others have observed, the dial is questionable.
I note from the listing that the movement no. is 49xx - so, if genuine, it's a very early piece, most-likely from the first year of this model.
Lange's dials of that era were not as uniform or crispy machined as the ones today - and this one certainly has several quirks, to-which I would add the placement of the "." in the brand marque, and the scuff on the foot of the "12". I've also never seen a dial before with a full circuit on the second chapter ring - that's a red flag for me right there. It could be a service dial or a non-genuine dial replaced during non-authorised service - which would also give rise to questions on the condition of the movement.
The certificate is a certificate of a match of the case number to a watch known to be produced by Lange Uhren - it's not the original papers. That said, it doesn't mean this example is not it (nor does it guarantee that it is it).
Anyway...my advice would be to ask yourself what you are seeking. I note many similarly-priced examples listed for sale online. So: if you are just looking for this model, there would seem to be plenty of choice and you needn't take any level of risk you're not comfortable with - on this example or others. However, if you are looking for this model in a similar vintage, well...you might want to obtain more provenance. Your choice.
