Mexico City and Johannesburg are definitely places where something like this happens. You're definitely not ignorant. But to see it captured on video, and to know that nobody nearby will help you (because they're wondering what is going on) is the added value here.
It’s well-documented/researched that even were we to conclude people DID know what was happening this could have played a part. Further in credit to those onlookers they also probably were aware that there was a high risk the individual was armed.
I myself have witnessed a strange situation where people whom I knew personally just watched three gypsy women try to rob someone. They just watched and could figure something was very wrong, but just didn't know what to do.
