My name is caesar and, yes you can come pick up the watch in person but I live in Los Angeles near hollywood and you would have to travel to me. 3900 is acceptable... but depending on how much insured shipping is also, because this would be my first time shipping there. If I do ship to you I will have a tracking number and package number for you, but I must get back to you on the price of insured packages to the Netherlands.Best Regards, Caesar
