Heuer Manufactured for Zodiac and Clebar

Heuer manufactured watches for both the Zodiac and Clebar brands during the 1960s. Many of these "Poor Man's Heuers" used the Valjoux 72 and 92 movements. Have a look here to see some of these Zodiacs and Clebars -- http://www.onthedash.com/poormans.shtml
I doubt that Heuer would have manufactured your watch, as Heuer did not use this Venus movement in any of its watches.
Another observation is that the case looks very 1950s, while the dial and hands look very 1960s. In fact, the dial and hands could be from one of these Poor Man's Heuers.
So I'm not sure what you have, but maybe this will give you some further information that will lead you along the right path.
