A drill is designed to cut on the front edge when plunging into material.
A mill is designed to cut on the side when pushed sideways into material.
Many mills can't be used to plunge into material because their geometry is such that they do not cut in the center.
When you buy such a milling tool it is specified if it is center cutting or not.
For making one hole the difference is not big.
You just need to be more careful and not push too hard.
But for removing lots of material quickly plunging using a drill is the fastest way.
