Locally. I would send it away for servicing.

i thought the boutique could do the battery change, but they wouldn't and said only the service centre could do it

I sent two watches across the US for complete service, and one went to Japan and back in 60 days I would suggest you use a local independent service center next time. It's a 20-minute job, with no special expertise required to do a safe change. Cazalea ...
