Hi there and welcome to the Seiko forum
Your watch is quite old - yet it is also a very strong and long-lasting performer. I've have several and have rebuilt a few.
There are several issues that might affect the watch and the guys here have already stated some of them.
Just find a local person who can take a quick look, check lubrication on the pallet stones and any rubbing on the crystal, dial or elsewhere.

It could be just - too-long-since-the-lase-servicing, to bad-use-by-the-previous-owner(s). Simple visit to the watchmaker (reputable repair shop, or even SEIKO customer service) would tell you exactly what is wrong. I don't think this is BECAUSE this is S...
