Art is right.

 

It could be just - too-long-since-the-lase-servicing, to bad-use-by-the-previous-owner(s).

Simple visit to the watchmaker (reputable repair shop, or even SEIKO customer service) would tell you exactly what is wrong.  I don't think this is BECAUSE this is Seiko, but just an unfortunate happening.  Seiko is known to be really stubbornly well made to last.
