it is the first time I see that also. I have a 116610LV also from 03-2019 and that one doesn't have that either. Maybe something from the local dealer? I know Heetman, Rotterdam used to do a small extra engraving

I sure hope it is not a "this is a fake Rolex logo".

It looks like a "poinçon de maître" which is a legal hallmark in France.

It is meant to track back the item upto the manufacturing site or workshop. This can be mandatory on pieces that include precious metals like a white gold bezel.
