It's called "hard raised enamel"

I believe these are fixed to the dial with epoxy, not claw feet or other hard fastener. Is this your watch or are you thinking of purchasing it?

At least the PP signature ...

Patek and Vacheron vintage watches both have used this process. I'm sure many others have too, but I can't think of any off the top of my head.
