The case appears to be fully enclosed so I suggest there should be an antenna, especially for its age. But I do not see an obvious place to connect one.

That it reacts when you touch it seems to indicate this.  My two cents!  HAGWE!


PS  Have you selected the correct mains voltage?  There looks to be a missing connection of something at the white block.  Two terminals marked "X" and one of those marked red and an adjacent note of "I SEC".   The grey lead looks like some input source, assuming the white lead is the mains supply.
