The parts you list for a rattrapante are pretty typical, and there are certainly fewer than the parts of a tourbillon.  But, it's not parts count that makes it complex.  It's the difficulty of assembling and regulating the movement with a rattrapante that makes it difficult.  Some kids jig-saw puzzles have 1000+ pieces, but can be put toghether by a kid.  Those jig-saw puzzles have a greater parts count than either a tourbillon or a rattrapante, heck even more than the ultimate grand complication, but the jig-saw puzzle is not more complicated.
