I have an Omega lady Constellation Quartz bought just 3 years ago. I see that it is working daily so that if the battery life finishes, I can immediately change it. And I handled it gently, without water getting to it, no knocks etc. Yet, when it stopped ... 

The explanation that you were given sounds very 'fishy' to me.  An Omega Quartz watch doesnt need the level of regular servicing that a mechanical movement does because there are so few moving parts. A quartz watch should run for many years with only batt... 

I agree that is not kind of explanation, of course it's not working, but a more profound explanation is requiered. Plese give your location, maybe I can help you.
