My guess is it's not possible...

The key design parameter is the duration and phasing of the time window when the impulsing and synchronisation have to happen. The Shortt and Woodward clocks work because the window is long enough for everything to happen in phase without having to have components moving at extremely high speeds.   Even with a slow 18k balance as the slave and a much slower balance as the master the time window is still incredibly small, and my guess is that it's not posible.

I've always imagined it as a marine chronometer, with a majestically slow-moving master balance, closer to an Ato than a watch, is impulsed every 30s or so, while an 18k balance gives the time.  This is getting into the realms of kinetic sculpture.
