That is a much rarer occurrence in my experience, I have rarely come across watches with a genuinely too long minute hand.

However, looking closely, I think the issue has more to do with the relative placement of the lume dots and the way the minute hand extends far beyond those (as well as to a lesser extent with the shape of the minute hand relative to the other dial furniture). Without the lume dots and having just the minute rail, the hand length would be a great fit.
Below is an example of a flieger where the minute hand extends all the way to the edge of the dial, and is absolutely perfect sized (IMHO) - this is how it should be done! (Note also how the hour hand perfectly reaches the circle for the hours, and the second hand goes all the way to the edge.)

Having said all of the above, sometimes one does come across watches where the hour hand can be too long relative to the minute hand, to the point of making it difficult to tell the hands from each other at a quick glance (if the hand shapes are similar). Not good in my books. ;-)
