My point: it doesn't really matter. Considering this is all based on a human construct (Gregorian Calendar), there is no need to split hairs. Pick the beginning or end of any decade you chose and celebrate accordingly.

Yes, this is the beginning of the 20s; but 2020 is still part of the last decade. As there was no Year Zero, Year 10 was part of the decade that included Year 1. Thus, Year 2020 is part of the decade that started with Year 2011.
