How does the second time zone work - I don't see a 24 hr hand? [nt]

The 24 hours inner ring is coupled to the hour hand. Move the bezel plus or less, and you will have the second time zone. On my picture, it is 10 past ten, and the second time zone reads 3 past ten. [nt]
