Interesting that you mention IWC. I do own an old R810 where the rotor hits the caseback when you tip onto it with the finger.
It is normal when a rotor has a little vertical play on its outer edge. To make the rotor a little flexible is the reason why they are usually skeletonized (beauty being only at second position). There is a heavy weight at the outer edge of the rotor and if the rotor was not flexible then any kind of shock (like you tipping your finger hard onto the sapphire) would immediately by directed into the ball bearing of the rotor. This would damage the bearing on the long run.
The Senator Excellence is quite a thin watch, so there can only be a narrow margin between the rotor and the caseback. This _might_ be the reason why the rotor hits the caseback when you handle the watch like you do in the video.
However I am not sure. There might be other reasons like the three screws holding the rotor bearing not being fixed securely.
To make sure if it is normal you might turn to the G.O. Service department (service at glashuette-original.com) directly and send them your video link.
As far as my experiences with them go they will tell you if anything is wrong. I never caught them running away from a warranty issue.
(I do not know about your dealer, but some tend to tell you "It is normal" to evade any hassle with your watch.)

Hi guys I just bought a brand new senator excellence from an AD, I have noticed a rattling sound when I tap on the watch and I found some thread from 2017 and in that thread there are videos that shows the rattlesnake sound, want to check if this is norma...

Thanks for the warm welcome Martin! I have been on and off purchasing watches and started with IWCs, eventually I branched out to blancpain and recently got bite by the German bug, acquired an A Lange and GO, for some reason the German watches really spok...
