Different from COSC bulletins, the Observatory ones are four pages with each listing the results for the specific testing period (10 periods over 4-5 days each).
So in fact it would be interesting to put it on a timing machine today.
In the early 1990?s, a 1970?s ChronometerHF (the "civilian" COSC-rated version) was tested again after cleaning and lubrication; that one was easily keeping up with any contemporary movement.
While it is vital for these fast-beat pieces to service them properly, especially because of the "dry" lubrication of the escapement, they can hold their accuracy for a very long time.
You see, i really like them quite a lot
