I have a sardine story or two

We were traveling in France in our 2CV 4x4 and got a little off schedule (meaning a bit late for lunch).
We pulled into Reims on a hot dusty August afternoon, found a cafe on the main street and asked for lunch. Anything. And some rose too please (cold)
The waiter was staring back and forth between us -- Americans? in a militant 2CV? -- then he said "Ah, the kitchen is closing for the afternoon ... but perhaps we can find something"
Five minutes later he was back with a gorgeous salad and a pile of sardines just like yours (no pomme frites). [here's my home version of the same]
If we can't get sardines I'll take whitebait any day as a backup ...
This was on the Mediterranean someplace ... what's that town called?
