20+ years is a good yardstick that you can apply across the board. There's also a sense that many watches from the 1990s exhibit features, size, materials, and styles that have disappeared, become uncommon, or become unfashionable today.

Can we call pre-Swatch Breguet "vintage"? What does one call 80s and 90s watches?

When I first started collecting watches back in the '80s everyone considered watches from the '50s and '60s to be vintage, so in my opinion, today it makes sense to consider '80s and '90s watches vintage.
