Weird little hand at the bottom?

There appears to be a short blue hand at the very bottom of the dial...any ideas?

At SIHH, much of the Harmony collection was the standout. At Basel (from all I have seen thus far), this Breguet 7077 is the winner! So many cool concepts built into a gorgeous timepiece. 44mm is too big for many, but I could definitely enjoy the generous...
