Yup. I remember it also had a damper under the speedo and tack that you tightened when you were highway riding which basically made the handle bars unable to turn.

 

This was done to stop any kind of speed wobble. The problem was you had to remember to loosen it when you returned to slower driving or you couldn't turn the handle bars.
In town speeds weren't all leaning you did turn the bars a bit. If it was locked, oh oh.
