My take is that it's catagorized as a motorcycle due to omission of passive safety features like side crash beams, air bags etc. Yet, in California golf carts are now acceptable on public

roads (without wearing a helmet) which also don't have these safety features, presumably because they are now almost all electric. Additionally for trikes two wheels up front looks odd but but has handling
and therefore some related safety advantages. No doubt that thing would be a lot of fun on HWY1 if you can be there before the motorhomes arrive! ;-)

He told us that as long as he was moving the rain blew over him, he didn’t get wet. Obviously that would not be the case waiting for the stop light to turn green!
