Every time I have moved to a different country, the rule has been personal property is duty free, commercial property is subject to import tax. There need to be some assumptions applied when a traveller is found to have more than what is reasonably necessary for personal use. And when the traveller is going to the world's premier watch gathering where watch collectors have been known to leave with more watches than they arrived with, the burden of proof that a collection of vintage watches is not for sale rests with the traveller, a very difficult standard of proof to meet. Bottom line is international travellers need to inform themselves about customs laws regardless of where they travel.

From day one when a new watch has been sold it should be free .... see my response to Dirk above. Maybe this sounds like a very simplistic explanation .... and yes it is very simple but only fair as well.

The EU got us used to pay taxes more than once on any thing, from cars to whatever is on the market. Buying and selling second hand items and then having to pay taxes on it is actually ridiculous, but i guess our leaders know better ;-)
