Some questions regarding mille miglia editions

Each year is a limited edition for the public, correct? On top of that there is the competitor edition for who actually runs the race, is this also correct? I'm most interested in 2002 and 2003 for sentimental reasons. Would a competitor edition be much more prestigious to own?

When looking at the 1997 edition, it seems 1000 were made, does that include both competitor and public?
